Flagship's Board has overall responsibility for setting strategic goals and monitoring performance against those goals.

Our Board of Directors is made up of Non-Executive Directors, the Chief Executive, the Deputy Chief Executive, the Chief Financial Officer and the Chief Strategic Officer. It meets on a regular basis throughout the year. Our Operations Board has responsibility for implementing strategies set by the Flagship Board and for overseeing the day to day operations.

Peter Hawes

Chair

Peter was appointed as a Flagship Non-Executive Director in October 2016 and appointed the Group’s Chair in November 2017, leading the board in its strategic role. Previously, he was Managing Director of Norse Commercial Services and main board Director of the Norse Group. Before leading on the establishment and successful growth of Norse Commercial Services, he was Managing Director of Norfolk County Services. Peter is also an active member of the CBI.

Philip Burton

Vice Chair

Appointed to the Flagship board in January 2019, Philip grew up in Norfolk and graduated from Southampton University with a degree in geography.

His professional career was in local government, where he worked in London, West Sussex, Hampshire and Norfolk. His roles spanned housing, community services and corporate management before he became Chief Executive at two district councils. He has led a number of local authority peer reviews and latterly has worked as an associate of the East of England Local Government Association on projects ranging from recruitment to strategic waste management.

He is a Fellow of the Chartered Institute of Housing and was previously a board member of Raglan Housing Association from 1997 to 2010.  Philip has been a non-executive director of Victory Housing Trust since 2013 and was Chair from 2015 to 2019. He is also the Chair of both RFT and Gasway Boards. 

Rob Bennett

Non-Executive Director

Appointed on 1 May 2015, Rob worked as a partner with one of the ‘big 4’ accountancy firms for over 20 years, leading the public sector audit team for the South East of England. Rob has extensive experience and knowledge of a wide range of organisations including social housing, the police, local government and the NHS. A qualified accountant, he has detailed understanding of financial management and control. In addition to his Board role, Rob is chair of the Audit Committee.

Paul Remington

Non-Executive Director

Paul was appointed as Non-Executive Director of Flagship in April 2013. Paul became the Senior Independent Director in May 2013. Paul trained as an actuary and economist but later became involved in financing energy projects in many parts of the world. He worked for a number of international banks before joining a UK Merchant Bank in the early 1990s where he was involved in Private Finance Partnership projects. He later became a Managing Director of a US Bank. Paul has held Non-Executive Director positions within the NHS, as well as other voluntary positions.

Doris Jamieson

Non-Executive Director

Doris was appointed as a Flagship Non-Executive Director in January 2019. She is a Chartered Accountant and graduate of University of Durham with an honours degree in Economics. She has a particular interest in governance and applying her business experience to support charities, having served on a number of charities boards and school governing bodies around the UK. She is a lay member of the governing body for North Norfolk Clinical Commissioning Group and Chairs their Audit, Conflict of Interest and Remuneration Committees.

Peter Baynham

Non-Executive Director

Peter was appointed as Flagship Non-Executive Director in January 2019 and is a retired consultant specialising in mergers and acquisitions for the UK and Middle East. He has held Board positions in asset management and investment banking and has more than 30 years’ business experience. He is a Chartered Accountant and Corporate Treasurer and is a graduate of Newcastle Upon Tyne University with an honours degree in Economics & Politics.Peter also has a number of other Non-Executive Directorships in not-for-profit and commercial organisations.

Stephen Cook

Non-Executive Director

Stephen was appointed as a Flagship Non-Executive Director in January 2020. Since stepping down as Chief Executive of The Havebury Housing Partnership in 2010, he has used his extensive experience in social housing and homelessness services to lead a consultancy on ‘Housing and Community’ issues. Stephen is also the Chair for a homeless charity, as well as working with an adoption agency. His past experience includes a senior roles in Local Government, advising on housing policy for the Local Government Association and Non-Executive positions in the education and mental health industry.

Matthew Peak

Non-Executive Director

Matthew was appointed as a Flagship Non-Executive Director in January 2020. He has extensive experience in the housing sector, after working with three different housing associations. Matthew is currently the Executive Director of Finance at Letchworth Garden City Heritage Foundation.

Carole Taylor-Brown

Non-Executive Director

Carole was appointed as a Flagship Non-Executive Director in January 2020. Carole is Senior Independent Director at East Suffolk and North Essex NHS Foundation Trust and also runs a consultancy and provides coaching to senior leaders, as well as support with sensitive mediations and investigations. Prior to setting up her business, Carole spent 35 years in the public sector, working in senior positions in local government and as a chief executive in the NHS, where she led financial recovery and service improvements across Suffolk.

David McQuade

Chief Executive

David was appointed CEO of Flagship in 2008 previously holding the position of Deputy CEO since it formed in 1998.

He leads the Executive Team and is responsible for implementing board strategy and building a culture of continuous improvement. David has over 35 years’ experience in social housing, working with large housing organisations in senior leadership and board roles.

Helen Walsham

Deputy Chief Executive

Helen is responsible for the Flagship Centre of Excellence, a team encompassing HR, Learning and Development, Marketing and Communications and Integration. Her focus is on business improvement and enhancing the digital offering for customers.

John Archibald

Chief Strategic Officer

John Archibald joined Flagship in January 2019 following the negotiated partnership with Victory Housing Trust where he was CEO for 13 years.

As well as serving as one of four Flagship Group Executive Directors, his functional responsibilities include asset management, RFT, Gasway, strategic partnerships and health and safety.  

Having started a career in corporate finance with the HSBC bank, John joined the not for profit sector in 1992. He has been involved in delivering three successful mergers and is Chairman of the charity Voluntary Norfolk.

David’s portfolio includes Finance, Treasury, Business Planning, IT, Business Growth, Legal and Governance.

Ed leads on legal services, governance and safeguarding. He is also responsible for anti-fraud arrangements.

Director of Group Finance

Jonathan is responsible for leading the business on strategy, cost improvement and financial reporting.

Lisa Collen

Director of People and Workplaces

Lisa leads the Human Resources, Learning & Development, Facilities and Business Improvement Teams. Her focus is to recruit, retain, develop and engage our people, enabling them to reach their full potential to deliver outstanding services to our customers.

Tony Tann

Managing Director of Flagship Developments

Tony is responsible for the development and acquisition of new homes for Flagship Group across all tenures, together with the establishment of the Flagship Homes brand within the market sale sector. 

Lorna Blackmore

Director of Communications & Integration

Lorna is responsible for leading, developing and executing the communication strategy for the Group; and for leading the management of the integration process through the pre- and post-MandA lifecycle including: benefits tracking, reporting, risk and issue management and stakeholder management.

Jo Wicker

Director of Customer Engagement & Insight

Jo leads the Customer Experience and Customer Engagement teams. Her focus is to ensure that we achieve the very highest levels of service to our customers. Jo started her career in Hospitality and Retail, and then joined the Housing sector in 2006. Her previous role was as Corporate Services Director for Victory Housing Trust which joined the Group in January 2019.

Andrew Yuill

Director of Strategic Asset Management

Andrew is responsible for leadership of the Asset Management team, which seeks to maximise asset performance for the Group and deliver high quality, affordable homes that will delight our customers.  He is a Chartered Accountant and joined Flagship in 2016 having largely worked in the financial services sector prior to that.

In addition, Andrew holds the portfolio for market rent properties and student accommodation and is a founding Trustee of Hopestead, Flagship’s charity aimed at tackling homelessness in the region.

Paul Morris

Director of Projects & Procurement

Paul is responsible for strategic leadership on procurement to enable the delivery of our ambitious business agenda.  He also has responsibility for strategic finance related projects such as finance transformation and delivery of our pensions strategy. Paul’s previous role was Finance Director of Victory Housing Trust which joined the group in January 2019

Matt Brazier

Director of IT & Systems

As a hands-on leader and workplace coach, Matt drives on the digital transformation programme, with a purpose to help business leaders automate, accelerate and re-engineer their service offering.

Jo Barrett

Director of Policy and Projects

Jo leads the organisation’s response to changes in national and local housing policy, campaigns, and projects such as our later living strategy. 

Nick Bartram

Managing Director, Gasway Services

Nick has over 25 years experience working as a contractor in the housing sector. Nick joined the Flagship Group in 2016 and has the responsibility for all group heating services. Nick has been with Gasway Services for 9 years and successfully leads Gasway Services in the private sector in addition to the group work that Gasway undertake.

Warren Gannaway

Managing Director of RFT Services

Warren spent 15 years working in the housing sector for both regional and national contractors before joining RFT Services as Operations Director. Warren is now responsible for leading RFT in the successful delivery of Housing Property Services to Flagship Group’s customers and clients.

Adrian Barber

Managing Director of Victory Housing Trust

Adrian is responsible for leading and developing the strategic priorities and plans for Victory Housing Trust; ensuring the delivery of outstanding customer service and a comprehensive and expanding range of services to meet identified needs and aspirations.

Marie-Claire Delbrouque

Managing Director of Suffolk Housing

Marie-Claire is responsible for leading and developing the strategic priorities and plans for Suffolk Housing; ensuring the delivery of outstanding customer service and a comprehensive and expanding range of services to meet identified needs and aspirations.

In addition Marie-Claire is a founding Trustee and CEO of Hopestead, Flagship’s charity aimed at tackling homelessness in the region.
